PH adopts National Work Program for IMO Convention compliance

  • The resolution aims to reinforce inter-agency coordination and ensure timely compliance with the country’s international maritime obligations

The Philippines adopted the 4th resolution on the National Work Program for the ratification, accession, and implementation of relevant International Maritime Organization (IMO) conventions and instruments.

The adoption was formalized during the 2025 Joint Inter-Agency Committee to Facilitate the Ratification of/Accession to and Implementation of Maritime Conventions and Technical Working Group Meeting held on October 27, the Maritime Industry Authority (MARINA) said in a press release.

The resolution forms part of the country’s whole-of-government approach to upholding international maritime obligations and strengthening national maritime governance.

The meeting was chaired by Department of Transportation (DOTr) assistant secretary for Maritime Villamor Ventura Plan, who reaffirmed the government’s commitment to effective coordination among key agencies involved in maritime affairs.

Apart from DoTr and MARINA, other participating agencies included the Philippine Coast Guard, Philippine Ports Authority, Cebu Port Authority, Subic Bay Metropolitan Authority, Bureau of Fisheries and Aquatic Resources, Environmental Management Bureau, and the Institute of Environmental Science and Meteorology of the University of the Philippines.

A National Work Program is a coordinated plan adopted by a nation’s maritime authority to align with IMO standards. It creates domestic institutional and legal frameworks for implementing IMO conventions, often involving various government agencies. The program’s aims can include enhancing safety, environmental protection, and the overall efficiency and security of the country’s maritime sector.
