PH gets $905M loan for Laguna Lakeshore Road Network project

The Philippines has secured a $905.26 million official development assistance (ODA) loan from South Korea through the Export-Import Bank of Korea (KEXIM) for the Laguna Lakeshore Road Network (LLRN) Project Phase 1 Stage 1, the Department of Public Works and Highways (DPWH) said in a statement.

The flagship project, part of President Ferdinand Marcos Jr.’s “Build Better More” program, is set to begin civil works this year, with completion anticipated by 2029.

The ceremonial exchange of the loan agreement was held at the Department of Finance (DOF) press briefing room on January 17.

The LLRN project aims to significantly enhance connectivity and economic opportunities in the Calabarzon Region and the National Capital Region, bolstering regional integration and national growth.

Phase I Stage 1 will include a 7.94-kilometer road comprising a 6.81-kilometer viaduct/bridge, a 1.13-kilometer embankment, and three interchanges with 1.92 kilometers of slip roads.

Beyond connectivity, the project is expected to boost tourism development and economic growth in Metro Manila, Laguna, Rizal, Cavite, and Batangas.

The DPWH Unified Project Management Office–Roads Management Cluster II will oversee the project’s implementation, with Korean experts providing construction supervision during Stage 1.

The ceremonial loan agreement exchange was attended by KEXIM Executive Director Um Sung-Yong, DPWH Secretary Manuel Bonoan, Korea’s Ministry of Economy and Finance First Vice Minister Kim Beom-Seok, and DOF Undersecretary Joven Balbosa.

Bonoan expressed gratitude to KEXIM for its continued partnership in infrastructure development. He emphasized that the LLRN Project would play a crucial role in improving connectivity and economic opportunities in the Luzon economic corridor.

Public Works Senior undersecretary Emil Sadain, who manages the agency’s flagship infrastructure initiatives, noted that the project would alleviate severe traffic congestion in the area, including portions of the South Luzon Expressway.

 “This transformative project marks a major milestone in our long-term vision to create a sustainable, resilient, and efficient road network that will benefit generations of Filipinos,” Sadain said in a statement.
