The San Fernando Seaport will temporarily be under operational control of the Bases Conversion and Development Authority’s (BCDA) Poro Point Management Corp. (PPMC).

The BCDA in a statement said a memorandum of agreement had been signed by BCDA president and CEO Joshua Bingcang and PPMC president and CEO Felix Racadia granting PPMC interim operational control over the seaport.

This would ensure the continuity of operations and provision of services in the seaport area.

The temporary agreement became necessary after previous operator Poro Point Industrial Corp. (PPIC) signified its intention to cease operations after their contract expired on Oct. 31, 2024.

The BCDA had offered PPIC a three-month holdover authority to guarantee uninterrupted operations of the seaport, but PPIC declined and confirmed its plan to cease operations.

The BCDA board then authorized PPMC to take over interim seaport operations starting Nov. 6, 2024.

Under the MOA, PPMC ensures the continued delivery of key services, including cargo handling, customs brokerage, warehousing, and equipment rentals.

Included in the MOA are safety and security, environmental protection, trade facilitation, and labor regulations in the seaport. All structures will be maintained and/or repaired.

According to Bingcang, “The BCDA recognizes the vital role played by the San Fernando Seaport in facilitating international trade, boosting supply chains, and supporting various industries in La Union and Northern Luzon.”

The seaport, he added, has been a key driver of growth, generating jobs and livelihood for the community.

He thanked the PPMC for taking on the task on a temporary basis.
