PortCalls is conducting eight seminars for logistics stakeholders in Cebu City next month. The seminars will run from September 16 to 19 at the Cebu Parklane International Hotel in Cebu City.

In partnership with the Department of Trade and Industry-Region VII Central Visayas, the learning events qualify under the DTI training requirement for sea freight forwarders.

Under DTI Department Administrative Order 24-09, the new rules on sea freight forwarding require 60 hours training for key operating officers of all sea freight forwarding companies in the Philippines. The deadline for training compliance has been extended to October 31, 2025.

All stakeholders, not only those from Cebu, are welcome to attend. The PortCalls seminars are the following:

September 16 (8:30am-12:30pm) — Strategic Compliance to Customs Audit

This seminar, to be conducted by Philippine Chamber of Customs Brokers Inc PRO Dexter Pedreza, will discuss the vitals of a customs audit. Participants will gain an understanding of various compliance issues, entities subject to post-clearance audit, how a customs audit will be conducted, requirements in terms of documents and information, and how to deal with customs auditors.

September 16 (1:30-5:30pm) – Customs Alert, Pre-Lodgement, Seizure and Forfeiture Proceedings

Philippine Chamber of Customs Brokers Inc national president Atty Norberto Castillo will explain in detail alert and pre-lodgement control orders, and seizure and forfeiture proceedings including their legal basis, who issues them, and the circumstances that will trigger their issuance. The discussion will cover properties subject to such; conditions in effecting seizure and forfeiture; and rules on settlement, redemption and other remedies.

September 17 (8:30am-12:30pm) — Understanding Incoterms (International Commercial Terms)

This seminar will enable participants to understand and use Incoterms 2020 rules correctly; understand roles and obligations of parties to the sales contract; minimize risk and costs for operations; and choose the right Incoterms rule for a sales contract. Philippine Chamber of Customs Brokers Inc PRO Dexter Pedreza will be the seminar presenter.

September 17 (1:30-5:30pm) — Dispute Settlement and Protest in Goods Importation

Philippine Chamber of Customs Brokers Inc national president Atty Norberto Castillo will tackle administrative remedies available to an importer or exporter in case of disputes arising from customs valuation, rules of origin, tariff classification, and other customs issues. The seminar will identify those remedies along with the Bureau of Customs guidelines and process for dispute settlement and protest.

September 18 (8:30-12:30pm) — New Sea Freight Forwarding Rules Explained

This seminar will explore key provisions of DTI Department Administrative Order 24-09, which contains the new rules for sea freight forwarders. Among others, the DAO increases the paid-up capital/equity requirement and requires 60 hours training for sea freight forwarders nationwide. An official from the Free Trade Enforcement Bureau will conduct the seminar.

September 18 (1:30-5:30pm) — The Importance of Rules of Origin

To be conducted by former Tariff Commissioner director Engineer Artemio Bernardino, this seminar will address practical issues such as lost certificates, retroactive issuance, classification conflicts and minor discrepancies, providing actionable solutions for everyday trade operations. Targeted at a wide range of trade professionals, the event aims to turn regulatory knowledge into a competitive edge in global commerce.

September 19 (8:30-12:30pm) — How to Classify Import Goods under General Interpretative Rules

This seminar will focus on understanding the Harmonized System (HS) General Interpretative Rules (GIRs) and the tariff nomenclature, role of GIRs, framework for classifying goods, ensuring consistency and accuracy in global trade practices, and interpreting the tariff nomenclature, all crucial for classifying goods into specific headings and subheadings. Former Tariff Commissioner director Engineer Artemio Bernardino will conduct the seminar.

September 19 — Ensuring Accuracy in the Filing of the Single Administrative Document (SAD)

Professor Willie Santiago Tan, chairperson and Customs Administration coordinator of the University of Visayas, will explain the importance of the Single Administrative Document, which enables customs authorities to verify legality, assess duties, and prevent illegal activities. He will lead participants in a discussion of what is required to make sure the SAD is filed properly.
