Cosmotech Philippines. Inc. bagged the contract for the Philippine Ports Authority’s (PPA) centralized digital platform that will automate and streamline key port functions and improve coordination between various PPA offices.
PPA, in a notice dated February 16, awarded the contract for the Port Operations Information and Monitoring System (POIMS) to Cosmotech, which was declared as the single calculated and responsive bidder, for the amount of P149.949 million.

Cosmotech was one of the two bidders for the project during the opening of bids on January 26, 2026. The other bidder’s technical proposal was declared “failed” and its request for reconsideration was rejected by the PPA Bids and Awards Committee after due deliberation.
Based on its website, Cosmotech is an information technology firm that specializes in software and management solutions systems. It had previously worked with the PPA on other IT-related projects and its clients include several other government agencies.

POIMS is a centralized digital platform that will connect the ports authority’s head office, port management offices (PMOs), and terminal management offices (TMOs).
According to the project’s terms of reference, PPA recognizes the need for a modern digital system to improve coordination, transparency, and decision-making “as port operations continue to grow and become more complex.”
To address this, PPA is procuring POIMS, which will automate and streamline key port functions such as operations monitoring, billing, lease management, security, and compliance reporting. POIMS will also strengthen coordination among PPA’s Commercial Services Department, Port Operations and Services Department, Port Police Department, “ensuring more efficient, secure, and revenue-optimized port operations nationwide.”
It will also provide real-time data and analytics to help PPA make better decisions, improve efficiency, and ensure consistent service across all ports.
POIMS will also be integrated with PPA’s Internet-based Port Operations Receipting for Terminals System (iPorts) as well as other relevant software systems to ensure seamless data sharing and operational alignment across PPA offices.
PPA assistant general manager for operations Mark Jon Palomar, in a recent chance interview with PortCalls, said POIMS will allow the authority to have all its data and information in just one database, making it easier to monitor and match current trends with previous ones.
“So rather than we be reactive or we rely on historical knowledge, makikita mo sa (you can see in the) database so may alerts etc. and then it would ease review and monitoring, and policy making,” Palomar said.
