PPA creates special unit for Siargao’s Jubang port

The Philippine Ports Authority (PPA) has created a special takeover unit to handle cargo operations at Jubang cruise ship port in Dapa town on popular tourist island Siargao.

Created under PPA Memorandum Order (MO) No. 003-2026, the PPA-Jubang Port Services (PPA-JPS) will manage, operate and maintain the cargo-handling and other related services at Jubang cruise ship port.

Among its functions and duties, JPS should ensure the continuous and uninterrupted cargo-handling and other related services in a more efficient manner.

JPS should also adopt and implement the approved schedule of restructured cargo-handling tariff and other related charges currently being imposed at the Port of Dapa, pending the approval of the tariff for Jubang port.

JPS should also collect rental rates and other charges for cargo-handling services rendered.

As applicable, JPS should also employ a labor force under a contract of service and observe all labor laws, rules and regulations.

The special takeover unit will be under the management, supervision, and control of PPA Port Management Office (PMO) of Surigao, to be complemented by PPA officials and employees as the PPA general manager may designate.

Siargao is under the jurisdiction of Surigao del Norte province.

PPA has been creating special takeover units over the past years to take over the operation of ports when necessary, such as when the existing cargo-handling operator’s contract has expired and no operator has been selected.

When there is no longer need for the takeover unit, the management and operations of the ports will be turned over to the winner of public bidding for new private operators to be conducted by the PPA.

In November 2025, 2Go Group, Inc.’s MV St. Francis Xavier became the inaugural vessel to call at the port, sailing directly from the Port of Manila. PPA PMO Surigao said the trial run was to test operational readiness of the terminal ahead of regular passenger and roll-on/roll-off cargo services.

While Jubang cruise port was purpose-built as a dedicated cruise ship terminal, PMO Surigao said it is temporarily serving double duty by accommodating domestic liner services.

Once construction is completed on a nearby cargo ship port, domestic liner operations will be transferred to that facility.
