The Philippine Ports Authority (PPA) has created special takeover units to provide cargo handling and other services at Lipata port and San Jose de Buenavista port in Antique.

PPA-Lipata Port Service (LPS), through Memorandum Order (MO) No. 015-2024, and PPA-San Jose de Buenavista Port Services (SJDBPS), through MO 016-2024, were created to ensure the continuous and efficient delivery of cargo-handling and other related services at the two Antique ports.

PPA creates special takeover units for ports without cargo-handling and terminal operators such as when the existing cargo-handling operator’s contract has expired and no replacement has yet to be selected.

The takeover units will operate the ports, and may bring in the minimum cargo-handling equipment required, which they may lease from the previous operators.

When there is no longer need for the takeover unit, the management and operations of the ports will be turned over to the winners of public biddings for new private operators to be conducted by the PPA.

Among their functions and duties, LPS and SJDBPS should ensure the continuous and uninterrupted cargo-handling services in a more efficient manner and collect the existing rental rates, cargo handling fees and other charges for cargo-handling services rendered.

They should also utilize the present labor force of the incumbent cargo-handling operator under the same terms and conditions prevailing at the time of the effectivity of the MOs both dated September 20, and observe all labor laws, rules, and regulations.

Both special takeover units will be under the management, supervision, and control of PPA Port Management Office of Panay/Guimaras, to be complemented by PPA officials and employees as the PPA general manager may designate.

Lipata port services the town of Culasi in Antique and caters to fishing vessels as well as roll-on/roll-off and passenger vessels to and from Bulalacao, Oriental Mindoro, while San Jose de Buenavista port is a feeder port.
