PPA relocates anchorage grounds at Manila South Harbor

The Philippine Ports Authority (PPA) has relocated the anchorage grounds at Manila South Harbor.

The move, detailed in PPA Memorandum Circular (MC) 17-2023, designates and defines the anchorage grounds of Manila South Harbor, including the new pilot boarding station. It supersedes guidelines provided in PPA MC No. 11-96 and MC No. 13-2000.

PPA said the anchorage grounds were relocated in view of the new Manila South Harbor Navigational Sealane and to ensure the safety of vessels navigating the coastal waters of Manila Bay.

MC 17-2023 covers all government and private ports under PPA Port Management Office (PMO)-NCR South.

The circular was published on October 9 and took effect immediately.

It mandates that vessels within the designated area should not anchor for any purpose other than the intended use of the anchorage area. Furthermore, vessels are prohibited from anchoring, mooring, or obstructing the approaches to a port or principal fairway, as this could hinder other vessels already anchored.

The circular highlights that fouling anchor incidents, including fouling of chains, should be reported immediately to the harbormaster of PMO NCR-South for the appropriate shifting instructions in order to avoid dragging of anchor or chains that could potentially lead to collision or grounding.

PMO NCR-South is tasked with conducting regular reviews to ensure its designated anchorage grounds are free from navigational hazards.
