The Department of Information and Communications Technology will soon automate the registration of private express and messengerial service operators
The Private Express and Messengerial Association of the Philippines (PEMAP) recently elected its officers for 2025-2026, with Alma Rias returning as president for a second time.
Rias of GO21, Inc. will be joined by Butch Roman (Telexpress, Inc.) as vice president, and Atty. Ruel Mari (JRS Express) as secretary.
Lydia Hernandez (R&H Messengerial & General Services) will be the new treasurer while Christian Guidotti (LBC Express, Inc.) is the new PRO. Ferdinand Diño (Mesco Express Service Corp.) was re-elected as auditor.
In a speech after the elections on June 11, Rias vowed to continue running the organization with transparency.
In an interview with PortCalls at the sidelines of the event, Rias said she will continue to promote coopetition within the industry, highlighting the importance of collaboration even with competitors, especially when it comes to crafting government policies.
A recent project is the soft launch of the association’s official website, which Rias described as “a major step forward” in modernizing the association’s services, making it more accessible, transparent, and responsive to members’ needs.
Through the website that will be completed within the month, members can create their own accounts to apply or renew their membership. Verified members will also have access to an exclusive and secure database of blacklisted riders, which have records of fraud.
Rias said this will help members “protect each other and uphold our standards” since there are riders involved in fraudulent delivery schemes that just transfer to another company after being terminated from one.
Department of Information and Communications Technology (DICT) Postal Regulation Division supervising director Carlo Paolo Murcia, in a speech during the event said the department “recognizes that the private express and messengerial delivery industry is a critical driver of commerce, especially in rural connectivity, last mile logistics, and e-commerce expansion.”
He noted DICT is working to automate registration of private express and messengerial service operators and that a formal announcement will be made soon.
Under Presidential Decree No. 240, express and/or messenger delivery firms may not operate in the country without securing an Authority to Operate issued by the DICT through Republic Act (RA) No. 7354 (Postal Service Act of 1992) and RA No. 10844 (Department of Information and Communications Technology Act of 2015)
Rias said the industry has been requesting the automation of registration to also allow operators in the provinces easy access since there are limited regional offices of DICT. – Roumina Pablo
