The P8.28-billion toll-free road project connecting New Clark City (NCC) to Clark International Airport (CRK) will be completed on June 24, 2024.

The 19.8-kilometer, six-lane Airport to New Clark City Access Road (ANAR) in Mabalacat, Pampanga is 95.21% complete. The road will reduce travel time between the CRK and NCC from one hour to 20 minutes, according to President Ferdinand Marcos Jr.

“This road is much more than just an access road. It is part of our plan to propel Clark as an alternate growth area. It is a red carpet rolled out to those who will partake in all the best things that Clark can offer,” Marcos said in a speech during an inspection of the project on February 21.

Marcos noted that ANAR “is a key component in boosting the Clark metropolis as an investment and tourism destination” in the Philippines.

Bases Conversion and Development Authority (BCDA) chairman Delfin Lorenzana, for his part, said the road project, “modest as it is, will play a major role in harnessing the full commercial and economic potential of New Clark City, the whole Clark area, and the neighboring communities.”

Lorenzana noted that with ANAR, motorists will no longer need to exit the Subic-Clark-Tarlac Expressway and pay toll to get to NCC.

ANAR is part of BCDA’s One Clark development approach, which aims to propel economic and social transformation in the country by developing alternative growth areas outside Metro Manila.

Part of the project’s first phase, which was 5.33 km and completed in 2022, is the iconic 900-meter bridge crossing the Sacobia River in Bamban, Tarlac.

The second phase, or the Aranguren-Dapdap section, consists of an 8.80-km, six-lane road while the third and last phase, or the Dapdap-Calumpang section, consists of a 5.70-km, six-lane road.

Both Phase 2 and 3 will feature bike and pedestrian lanes, roadway lighting and linear parks.
Motorists will also be able to use the access road upon completion of all three phases.
