SBMA targets seaport, airport projects for completion by 2028

Subic Bay Metropolitan Authority (SBMA) is targeting seaport and airport projects for completion by 2028.

These projects include an environment-friendly shore power connection for ships and an automated truck holding area, SBMA chairman and administrator Eduardo Jose Aliño said at the recent Build Better More Infrastructure Forum held at New Clark City in Capas, Tarlac.

“On top of our list is our initiative to become the first Philippine port equipped with shore power connection for ships,” Aliño said a statement.

“By 2028, we look to complete the project and deploy the shore power facility that looks to reduce the air pollution from ships by 95%,” he added.

The P250-million Shore Power Connection for Carbon Neutral Ports project will start construction at the New Container Terminal in 2025 for Phase 1, and at the Naval Supply Depot and Ship Repair Facility from 2026-2027 for Phase 2.

“This will provide shoreside electrical power to a ship at berth while its main and auxiliary engines are shut down. Shore power cuts air pollution from ships at berth by 95 percent,” Aliño said.

Of the total project cost, P100 million will be spent in Phase 1 and P150 million in Phase 2. The project will be funded under the 2025 General Appropriations Act.

In addition, SBMA is constructing the P100-million Logistics Facility for Trucking Services along Tipo, a holding area that can accommodate 100 trucks and vehicles. Parking areas with amenities for cargo trucks and trailers will also be constructed.

“To ensure that the growth in cargo will not lead to road congestion, we are now in the process of constructing a state-of-the-art truck holding area in our Tipo area. The project will include automated gates, optical plate scanners and amenities for truck drivers and clients,” Aliño said.

Other projects identified at the forum include a P2-billion socialized housing program for low-income families; P960-million dormitory project for workers; the P224-million Subic Bay Smart City project for completion by end 2026; and P21.15-million SBMA Center of Excellence training facility to upskill the freeport’s 154,120 workforce.

Except for the Subic Bay Smart City initiative, these projects are also expected to be completed by 2028.

At the Central Luzon Transport & Trade Conference 2024 held in May, Aliño announced SBMA was eyeing a number of port expansion projects. These include the New Container Terminal 3 with an estimated cost of $359 million and the $162-million multipurpose terminal at the Redondo Peninsula.
