Service providers with pending Accreditation Certificate (AC) and/or permits from the Philippine Ports Authority (PPA) may transact at PPA ports provided they have submitted the required documents and paid the corresponding fees.
The move ensures service providers can seamlessly transact in ports under PPA jurisdiction, including private ports, according to PPA Operations Memorandum Circular (OMC) No. 001-2024 dated December 9 and signed by PPA assistant general manager for operations Mark Jon Palomar.
The circular requires compliance with documentary requirements specified under PPA Administrative Order (AO) No. 06-2019 for the issuance of an AC, and under PPA AO No. 01-2022 for the issuance of a Transport Accreditation, Permit and Pass for Ports (TAPPP).
Additionally, the prescribed processing fee should be paid, and an official receipt issued.
PPA AO 06-2019 requires all port service providers to secure a CA from the ports authority before the award of port services contract or permit to operate (PTO) is issued.
TAPPP, meanwhile, serves as a single CA, PTO, and vehicle access pass for transport service providers.
For port service providers required to secure a PTO in addition to the AC, the official receipt will serve as a temporary substitute for the signed AC. The concerned PPA port management office (PMO) should process the PTO application, subject to compliance with the prescribed requirements.
PMOs, meanwhile, are reminded to ensure efficient facilitation and evaluation of each application within the prescribed processing time.
