m107_shellsSingapore’s new Schedule to the Strategic Goods (Control) Order, or SGCO, will be introduced later this year, Singapore Customs announced.

In a notice to traders and declaring agents recently, the agency said it regularly updates the republic’s strategic goods control list “in line with Singapore’s commitment to our international obligations to prevent proliferation of weapons of mass destruction.”

The SGCO 2016 will be introduced in the fourth quarter of 2016 to replace the current SGCO 2015.

It brings Singapore’s strategic goods control list up to date with international control lists including the 2015 Wassenaar Arrangement Munitions List and the 2015 European Union’s List of Dual-Use Items.

The Wassenaar Arrangement Munitions List is a multilateral export regime established to contribute to regional and international security and stability by promoting transparency and greater responsibility in transfers of conventional arms and dual-use goods and technologies, thus preventing destabilizing accumulations.

The European Union’s List of Dual-Use Items is an amalgamated list of dual-use items controlled by the four multilateral export control regimes, i.e. the Wassenaar Arrangement, the Missile Control Technology Regime, the Australia Group, and the Nuclear Suppliers Group.

Strategic goods are goods which are not allowed to be exported, imported or transited to certain countries or which are permitted only under certain conditions for reasons of security and international agreements.

These concern goods which can be used for military purposes, for both civil and military purposes, and for the production of weapons of mass destruction and the means of delivery for such weapons.
