Subic-Hermosa access road mulled as part of SCMB Railway

An access road that will connect the Subic Bay Freeport Zone and the town of Hermosa in Bataan is being considered as an interlinkage with the planned Subic-Clark-Manila-Batangas (SCMB) Railway Project, the Subic Bay Metropolitan Authority (SBMA) announced in a news release.

The eight-kilometer access road spanning from Hermosa to Subic Freeport’s Naval Supply Depot through two bridges was discussed during a meeting early this month by the SCMB Technical Working Group, key officials from the Department of Transportation and technical assistant The Cadmus Group as well as Hermosa Mayor Anne Adorable-Inton.

The access road is estimated to cost P1.8 billion, according to SBMA senior deputy administrator for Port Operations Ronnie Yambao.

The group also discussed the protection of the rights of indigenous people communities in the area and their compensation packages. They also reviewed the logistics terminal between Hermosa and Subic Freeport as well as trade volume, port statistics, and the alignment of the logistics roadmap and bypass between the two areas.

Hermosa, classified as a first-class municipality, is an agricultural producer and home to the Hermosa Ecozone Industrial Park, a 162-hectare estate within a 478-hectare mixed-use property development. The ecozone is located between Subic and the Clark Special Economic Zone.

The proposed 123-mile SCMB Railway will connect four major economic hubs in Luzon — Subic port, Clark International Airport, Manila port, and Batangas port – primarily aiming to serve as a freight cargo railway to ease congestion at the Port of Manila by ensuring the timely movement of products.

The railway is envisioned to be the backbone of the Luzon Economic Corridor (LEC), which aims to accelerate critical infrastructure investment and drive economic transformation in the Philippines.

The governments of the Philippines, the US, and Japan in April last year announced plans to develop the LEC to support connectivity between Subic Bay, Clark, Manila, and Batangas by accelerating coordinated investments in high-impact infrastructure projects, including rail, ports modernization, clean energy and semiconductor supply chains and deployments, and agribusiness to further connect and drive economic growth in each hub.

The project is now undergoing project development, supported by three partners, the Asian Development Bank (ADB), United States Trade and Development Agency (USTDA), and Sweden’s development finance institution, Swedfund.

ADB, USTDA, and Swedfund have committed US$8 million, $3.3 million, and $1.1 million, respectively, as funding for assistance for the project.

The Swedish grant complements the funding support provided in June 2025 by the USTDA for parallel studies on transport modeling, port-rail integration, and institutional planning. ADB will handle the procurement of consultants for the main feasibility study.
