Transport chief, Customs commissioner keep their posts

  • Most Cabinet secretaries and head of agencies, including Transport Secretary Vivencio (Vince) Dizon and Customs Commissioner Bienvenido Rubio, are keeping their posts
  • President Ferdinand Marcos, Jr., however, accepted the resignations of Presidential Commission for the Urban Poor chairperson and chief executive officer Meynardo Sabilli, Presidential Assistant for the Visayas Terence Calatrava, and Presidential Assistant on Muslim Affairs Almarim Tillah
  • Marcos also terminated Presidential Adviser for Special Concerns Menandro Espineli

Most Cabinet secretaries and head of agencies, including Transport Secretary Vivencio (Vince) Dizon and Customs commissioner Bienvenido Rubio, will keep their posts.

Executive Secretary Lucas Bersamin in a media briefing on June 3 announced that President Ferdinand Marcos, Jr. did not accept the resignation of following officials:

  • Department of Transportation Secretary Vivencio Dizon
  • Department of Agriculture Secretary Francisco Tiu Laurel, Jr.
  • Department of Agrarian Reform Secretary Conrado Estrella III
  • Department of Education Secretary Juan Edgardo Angara
  • Technical Education and Skills Development Authority Director General Jose Francisco Benitez
  • Department of Labor and Employment Secretary Beinvenido Laguesma
  • Department of Social Welfare and Development Secretary Rex Gatchalian
  • Department of Health Secretary Teodoro Herbosa
  • Department of Migrant Workers Secretary Hans Leo Cacdac
  • Department of Science and Technology Secretary Renato Solidum, Jr.
  • Department of Tourism Secretary Christina Frasco
  • Department of Information and Communications Technology Secretary Henry Aguda
  • Department of Public Works and Highways Secretary Manuel Bonoan
  • Chief Presidential Legal Counsel Juan Ponce Enrile, Sr.
  • Presidential Management Staff Secretary Elaine Masukat
  • Metropolitan Manila Development Authority Chairman Romando Artes
  • Mindanao Development Authority Chairman Leo Tereso Magno
  • Presidential adviser for Mindanao concerns Antonio Cerilles
  • Bureau of Internal Revenue Commissioner Romeo Lumagui, Jr.
  • Bureau of Customs Commissioner Bienvenido Rubio
  • Treasurer of the Philippines Sharon Almanza

Earlier, the entire economic team was retained: Trade Secretary Ma. Cristina Roque, Finance Secretary Ralph Recto, Socioeconomic Planning Secretary Arsenio Balisacan, Budget Secretary Amenah Pangandaman, and Special Assistant to the President for Investment and Economic Affairs Secretary Frederick Go.

Marcos on May 22 had asked for the courtesy resignation of key government officials for a “bold reset” of the administration.

Those retained in their positions are “expected to give fresh attention to the mandates and to… show more performance in our respective areas,” Bersamin said.

Marcos, on the other hand, accepted the resignations of Presidential Commission for the Urban Poor chairperson and chief executive officer Meynardo Sabilli, Presidential Assistant for the Visayas Terence Calatrava, and Presidential Assistant on Muslim Affairs Almarim Tillah.

Marcos also terminated Presidential Adviser for Special Concerns Menandro Espineli.

Francis Edralin Lim has been appointed as incoming chairperson of the Securities and Exchange Commission, replacing incumbent Emilio Aquino whose term will expire on June 5, 2025.

Bersamin said performance evaluation of government heads, and even undersecretaries and lower Cabinet rank functionaries, continues and there will also be announcements soon regarding the courtesy resignation of heads of government-owned and controlled corporations.

Malacañang on May 22 announced that Marcos called for the courtesy resignation of all Cabinet secretaries for a “bold reset” of the administration.

Malacañang said, “The President emphasized that while many have served with dedication and professionalism, the evolving needs of the country require a renewed alignment, faster execution, and a results-first mindset.”
