Travelers heading to the country’s main gateway can now breathe a sigh of relief as President Ferdinand Marcos Jr. officially inaugurated the NAIA Expressway (NAIAX) Westbound Off-Ramp on Friday, providing a critical new artery to NAIA Terminal 3.
The 320-meter elevated ramp, situated in Barangay 183, is designed to shave 15 to 25 minutes off travel times for motorists arriving from the South Luzon Expressway (SLEX), Skyway Stage 3, and Lawton Avenue. The project comes at a pivotal moment, with the President noting its importance for the upcoming Holy Week exodus.
The ₱1-billion project, funded and operated by San Miguel Corporation (SMC), aims to dismantle the notorious “bottleneck” at the Andrews Avenue–Newport intersection. By siphoning airport-bound traffic away from local surface roads, the government project’s 30% to 40% reduction in vehicle volume is projected to benefit both international travelers and residents of Newport City and Villamor.
“This is just one part of our broader infrastructure push to provide relief to our commuters,” President Marcos stated during the ceremony. He emphasized that the ramp complements a larger network of connectivity, including the recently opened CAVITEX-to-C5 connector and the upcoming expressway segment toward Cabanatuan in Central Luzon.
The infrastructure serves as a physical extension of the administration’s Public-Private Partnership program to modernize NAIA. Beyond the ramp itself, the project included road widening at the Circulo del Mundo Rotonda, ensuring that once vehicles exit the expressway, they have a seamless path directly to the Terminal 3 departure and arrival gates.
Marcos was joined at the inauguration by Ramon Ang, SMC chairman and CEO; Vivencio Dizon, Public Works Secretary; Giovanni Lopez, Transportation Acting Secretary; and Imelda Calixto-Rubiano, Pasay City mayor.
Following a technical briefing, the President conducted a windshield inspection of the new Toll Plaza, marking the official handover of the facility to the motoring public.
Ang confirmed the project’s billion-peso price tag, noting that construction was completed in December 2025 before its public opening this March.
The new off-ramp addresses a long-standing grievance for Manila travelers: the unpredictable “inter-terminal transfer” struggle. By creating more predictable travel windows, the government hopes to elevate NAIA’s standing among regional hubs and improve the first and last impressions of tourists visiting the Philippines.
