3-year exporters’ registration with BOC's CPRS in place

The extension of exporters’ registration to three years with the Bureau of Customs’ (BOC) Client Profile Registration System (CPRS) was implemented on April 25.

Management Information Systems and Technology Group (MISTG) deputy commissioner Revsee Escobedo in MISTG Memo No. 08-2026 said the extension was already implemented in BOC’s Electronic-to-Mobile (E2M) System effective April 25 to both new and renewal exporter applications.

CPRS is a module under the E2M System.

The implementation is pursuant to Office of the Commissioner (OCOM) Memo No. 51-2026 dated April 24 that directed MISTG to configure the CPRS to reflect the three-year validity upon registration, unless sooner deactivated, suspended, or cancelled in accordance with existing laws, rules, and regulations.

The extension from just one year is in “the interest of aligning exporter records with current operational requirements of the Bureau”, OCOM Memo No. 51-2026 noted. Under existing rules on export cargo clearance formalities and issuance of certificate of origin and proof of origin under Customs Administrative Order (CAO) No. 08-2020, entities intending to export goods are required to be registered with BOC’s CPRS.

Customs commissioner Ariel Nepomuceno in a statement said this measure “ensures that our exporter database remains accurate and reflective of active stakeholders.”

“By adopting a defined validity period, we are improving data quality while maintaining a facilitative environment for legitimate exporters,” he added.

All district collectors are directed to ensure the implementation and enforcement of the prescribed validity period, including the verification, updating, and revalidation of exporter registration records, and should ensure that only exporters with valid and active CPRS registration are allowed to lodge export declarations, according to OCOM Memo No. 51-2026.

The extension of exporters’ CPRS registration follows the recent extension of importers’ accreditation also to three years, which was welcomed by various stakeholders and business groups.
