APECO, Huge Energy sign MOU for renewable energy project in Aurora

The Aurora Pacific Economic Zone and Freeport Authority (APECO) and Huge Energy Co. Ltd. have signed a memorandum of understanding (MOU) to explore the development of a 1-gigawatt renewable energy project within the ecozone in Casiguran.

APECO announced that the agreement, signed on September 23, 2026, covers the development of renewable power generation facilities, a high-capacity substation, and battery energy storage system (BESS), with the project to be developed in three phases.

The project aims to provide power for future industries in APECO as the economic zone pushes to strengthen its industrial base.

The MOU signing was led by APECO president and CEO Gil Taway IV, Huge Energy chairman and CEO Lai Hongze, and Dong-A Global Co. Ltd. chairman and CEO Ik Soo Kwon.

Huge Energy, a solar panel manufacturer, will undertake the project in partnership with South Korean energy, procurement and construction firm Dong-A Global.

The first phase will focus on a solar photovoltaic power generation facility, BESS, and substation with an initial target capacity of about 100 megawatts (MW).

Huge Energy plans to add 350 MW of generation capacity in the second phase through a mix of solar and waste-to-energy technologies, followed by another 550 MW in the third phase.

“Power precedes progress. Before industries can operate, businesses can expand, and investments can come in, we need reliable and sustainable power,” Taway said.

He said the project seeks to accelerate the development of critical energy infrastructure in APECO, including substations and potentially transmission facilities, to contribute to energy security.

This is expected to improve the availability and affordability of power in the ecozone as well as Aurora province and the country as a whole, Taway said.

“The goal is to create a more competitive environment for investors, attract new industries and ultimately support APECO’s transition toward industrialization and manufacturing,” he said.

The partnership will cover project planning and engineering, feasibility studies, permitting and government approvals, grid interconnection, power offtake arrangements, project financing, equipment procurement, engineering, procurement and construction, and eventual operations and maintenance.

Each phase will be subject to technical and financial feasibility studies, due diligence, grid requirements and applicable government approvals.

APECO is allocating 90 hectares for the project.
