The Bases Conversion and Development Authority (BCDA) signed strategic partnership agreements with four Japanese firms to advance energy, transport, and utility infrastructure in New Clark City, deepening Manila’s ties with Tokyo under the Luzon Economic Corridor (LEC) initiative.

BCDA president and chief executive officer Joshua Bingcang inked memoranda of understanding (MOU) with Japanese energy-technology company Sustech; transport and infrastructure specialists Index Strategy, Inc. and Yachiyo Engineering Co.; and trading and investment conglomerate Marubeni Corporation.

The signing ceremonies took place on May 29 in Tokyo on the sidelines of President Ferdinand Marcos Jr.’s four-day state visit to Japan, the BCDA announced in a news release.

The agreements are designed to support the build-out of smart energy systems, integrated transport networks, and utility-ready ecosystems intended to draw high-value and technology-driven industries to New Clark City, a part of the government’s regional development agenda and a key node in the trilateral Philippines-US-Japan LEC, spanning Subic, Clark, Manila, and Batangas.

Under its agreement with Sustech, BCDA will explore advanced technologies for renewable energy forecasting and electricity demand management, with the goal of transitioning New Clark City in Tarlac toward a low-carbon, demand-responsive energy system capable of servicing large-scale and energy-intensive industrial locators.

The MOU with Index Strategy and Yachiyo Engineering establishes a collaborative framework for a feasibility study on the Clark Integrated Transport System. The proposed network is envisioned to enhance regional mobility, improve supply chain efficiency, and establish New Clark City as a strategic multimodal transport hub within the corridor.

BCDA’s partnership with Marubeni targets the joint development of power, water, and utility infrastructure, the backbone required to support advanced manufacturing, digital infrastructure, hyperscale data centers, and other technology-driven enterprises.

“Our collaboration with leading Japanese institutions and corporations reflects a shared vision of creating smart, future-ready communities powered by innovation, connectivity, and sustainable development,” Bingcang said.

“These partnerships will help strengthen New Clark City’s competitiveness as an investment destination and support broader economic opportunities across Central Luzon and the country,” he added.

The BCDA delegation also met with the Japan Overseas Infrastructure Investment Corporation for Transport and Urban Development or JOIN to present high-impact transport, utility, and real estate pipeline projects, and explore potential investment and financing through public-private partnerships and joint ventures.

BCDA said the agreements signal “growing international confidence in New Clark City” and the Philippines’ long-term infrastructure development trajectory as the government works to position Central Luzon as a premier investment and logistics corridor in the region.
