The Bases Conversion and Development Authority (BCDA) and Subic Bay Metropolitan Authority (SBMA) have signed an agreement to position the Port of Subic Bay as the preferred maritime gateway for the Pax Silica initiative, covering logistics, cargo handling, import and export operations, and data integration for the program’s supply chain needs.
The agreement establishes a framework for the two agencies to jointly assess and promote Subic Bay as the primary entry and exit point for silica, advanced technology inputs, and other high-value products supporting the country’s AI (artificial intelligence) and semiconductor ecosystem, citing the need for a reliable and globally competitive logistics network.
Under the partnership, BCDA and SBMA will conduct collaborative studies, share data, and carry out joint technical assessments to strengthen logistics connectivity, improve supply chain efficiency, and open up new investment and economic growth opportunities in the region.
The agreement was signed by BCDA president and CEO Joshua Bingcang and SBMA chairperson Eduardo Jose Aliño.
“For the Pax Silica initiative, the Port of Subic Bay offers a strategic advantage. It serves as a critical gateway that enables the efficient movement of raw materials into the country and the timely delivery of finished products to customers,” Bingcang said.

BCDA said the partnership supports the Marcos Jr. administration’s whole-of-government approach to infrastructure development and investment promotion, while reinforcing the Luzon Economic Corridor (LEC) through tighter integration of ports, industrial hubs, and emerging technology ecosystems expected to generate jobs and long-term economic opportunities for Filipinos.
Pax Silica is a US-led, multi-nation economic and security coalition formed to secure supply chains for artificial intelligence, semiconductors, and critical minerals. The Philippines formally joined the initiative as its 13th member.

BCDA is currently developing a 4,000-acre AI-native industrial hub in New Clark City, an initiative closely tied to the LEC, which links Subic, Clark, Manila, and Batangas into a unified platform for manufacturing and logistics.
