The Bureau of Customs (BOC) is eyeing additional guidelines and an increase in rates charged by off- dock container yard/container freight stations (CY/CFS).
The proposed customs administrative order (CAO) will amend revise Customs Memorandum Order (CMO) No. 41-2015, which provides the revised rates charged by off-dock CY-CFS (OCC).

The draft CAO aims to adopt a one-rate charge system to simplify cargo clearance as well as expand coverage to include shipments delivered to off-dock and off-terminal customs facilities and warehouses (CFW) operators.
The draft order will increase regular rates for import consolidated cargo as follows:
- Documentation – P1,398.28 per bill of lading (B/L) from the current P1,000 per B/L
- Online Release System – P139.83 per BL from the current P100
To be added as a regular rate is the Automated Inventory Management System (IMS) fee of P340 per B/L, inclusive of value-added tax.
Charges per revenue ton (RT) will no longer be graduated and will be as follows:
- Storage (from date of stripping and storage in the warehouse) – P83.90 per RT
- Arrastre and wharfage – P524.37 per RT
- Stripping and cargo out handling – P2,097.41 per RT
- Transfer fee/trucking fee – P699.14 per RT
Special rates, which are applicable on a case-to-case basis, will also have changes.
The draft CAO eyes an option for insurance charge (if there is general insurance or no waiver of cargo claims against OCC) — from the current 1/8 of 1% of free on board (FOB) value to P647.35, whichever is higher.
The heavy lift/oversize (over 3 RT oversize single unit cargo) will increase to P3,691.45 per RT from P2,640 per RT.
The term hazardous was also added to dangerous cargo rate, which will still carry a 100% surcharge for storage stripping and handling.
Dangerous and hazardous cargo will refer to articles that pose risk to health, safety and property like explosives, flammable, gas, flammable solids and liquids, liable to spontaneous combustions, substances which, when in contact with water, emit flammable gases, oxidizers, organic peroxides, toxic and infectious substances, radioactive material, corrosives, and similar substances. Specifically, it will refer to articles listed in the Classification of Dangerous Goods by the Intergovernmental Maritime Consultative Organization or to the appropriate government agency and/or the United Kingdom Carriage of Dangerous Goods in Ships (The Blue Book).
Special charges will also include incidental charges under CMO 07-2022 (addendum to CMO 41-2015), and reimbursable pass-on charges.

Stakeholders are invited to submit their position papers on the draft CAO from October 22 to 29. BOC will also conduct a virtual public consultation on the draft CAO on October 29, 2024. – Roumina Pablo
