The Bureau of Customs (BOC) has reactivated its monitoring unit to check compliance of its various offices with customs laws, regulations, and issuances.
Customs Memorandum Order No. 12-2026 reactivates the Compliance Monitoring Unit (CMU) in “the interest of service, and to strengthen institutional governance, reinforce accountability, and ensure the consistent implementation of customs laws, rules and regulations, policies, directives, and administrative issuances.”
Administrative supervision of the CMU is delegated to the deputy commissioner of the Internal Administration Group, who will exercise administrative oversight, provide strategic direction, and ensure the effective discharge of the unit’s functions.
The CMU was created in 2014 through Customs Administrative Order No. 05-2014 under the supervision and control of the Office of the Customs Commissioner.
Its tasks include verifying compliance by all BOC offices with customs laws, rules and regulations, and issuances, as directed by the customs commissioner.
The CMU, upon request, will also assist the commissioner, deputy commissioners, and other Customs officials in drafting, reviewing, and revising Customs regulations and issuances.
It can likewise advise the customs commissioner of any procedural improvements to strengthen compliance with customs laws and orders.
The order No. 12-2026, signed on July 24, took effect immediately and will remain effective until revoked.
