Clark International Airport Corp. (CIAC) has signed a 25-year lease agreement with Heatcon Asia Inc., a global provider of composite repair solutions and a key supplier to aerospace manufacturer Boeing, in a move aimed at strengthening Clark’s position as a leading aviation and aerospace hub in Southeast Asia.
Under its terms, Heatcon will establish a manufacturing, material distribution, and in-shop composite repair facility within the complex, bringing to Clark a full-spectrum aerospace production and servicing operation linked directly to one of the world’s largest commercial aircraft manufacturers.
The contract was executed by CIAC president and chief executive officer Joseph Alcazar and Heatcon Asia president Howard Victor Banasky, CIAC said in a press release.
Founded in 1978 and globally recognized as a manufacturer of hot bonders, heat blankets, and composite repair process materials, Heatcon supplies both commercial and military aviation sectors across multiple continents.
According to Heatcon management, the Clark facility will function as a strategic hub supporting its rapidly growing customer base across the Asia-Pacific region and represents a pivotal step in the company’s international expansion.
Alcazar said the investment represents a significant boost for the country’s aerospace sector and supports the mandate of the Bases Conversion and Development Authority (BCDA) to attract high-value industries and investments.
“This investment represents a significant milestone in Clark’s continued emergence as a leading aviation and aerospace hub,” Alcazar said.
“Heatcon’s facilities support major aviation players in the region, including Boeing, and are expected to further strengthen Clark’s position as an attractive destination for aircraft Maintenance, Repair, and Overhaul (MRO) services,” he added.
The establishment of Heatcon’s operations in Clark directly contributes to CIAC’s goal of transforming the area into a premier aerospace center in Southeast Asia.

“Today’s signing formalizes a partnership rooted in innovation and global excellence. It highlights Clark’s readiness to support the growing demands of the global aerospace industry while advancing our vision of developing Clark Aviation Capital,” Alcazar said.
CIAC is working on transforming the Clark Civil Aviation Complex into Clark Aviation Capital, a hub focused on aviation, business, manufacturing, logistics, and technology.

As the aviation and land development branch of the BCDA, CIAC aims to attract international companies involved in industrial, commercial, warehousing, aerospace, and high-tech manufacturing sectors, strengthening the Philippines’ position in regional and global supply chains.
