The Department of Information and Communications Technology (DICT) on June 23 launched the second phase of its private express and messengerial delivery service (PEMEDES) licensing portal and introduced the messenger work license (MWL) virtual ID.
The initiative marks a major step in professionalizing the delivery workforce and raising standards for accountability, reliability, and consumer protection in the PEMEDES sector, DICT said in a statement.
“Every delivery matters. Every rider deserves recognition. Through the PEMEDES Licensing portal, we are making delivery services more professional, more accountable, and more secure for everyone,” DICT secretary Henry Aguda said.
Developed by the DICT Management Information Systems Service, the PEMEDES portal is the government’s official platform for regulating delivery services.
Through the portal, riders and operators can register online for faster, safer, and more efficient processing of their applications. After successful registration and processing of application, qualified messengers may obtain their PEMEDES MWL virtual ID, which will serve as proof of their compliance with the regulatory requirements of DICT.
With the help of the Philippine Statistics Authority e-Verify system, the portal uses National ID integration and facial recognition. The portal also features automated document processing, artificial intelligence-assisted data extraction, and quick response-enabled identification to streamline licensing and enable real-time approval once requirements are complete.
DICT said the portal gives messengers official recognition, a verified digital identity, and a faster, more streamlined path to compliance. It also equips operators with a standardized and reliable mechanism for verifying messenger credentials and ensuring regulatory compliance. Likewise, it strengthens consumer trust and confidence by ensuring that messengers are properly identified and operating under clear national standards for safety and accountability.
The PEMEDES Licensing Portal is part of DICT’s broader push toward a secure, trusted, and digitally empowered Philippines, where technology improves public services, supports workers, and strengthens the digital economy.

Implementation of the PEMEDES portal, which serves as DICT’s one-stop shop for all PEMEDES and messenger work license applications, is pursuant to DICT Department Circular (DC) No. HRA-005 series of 2025 that took effect in September 2025.
