Food Terminal Inc. (FTI) and Clark International Airport Corp. (CIAC) signed a P3.6-billion agreement to develop the Bagsakan ng Bayan Mega Food Hub (BBM Food Hub) in Clark, Pampanga.
The memorandum of agreement was signed by FTI president Joseph Lo and CIAC president Joseph Alcazar, witnessed by Agriculture Secretary Francisco Tiu Laurel, Jr.
The 46-hectare complex will serve as the main trading and logistics hub for northern Luzon, integrating wholesale trading, food storage, cold chain, processing, and logistics services, alongside agri-tourism and research facilities.
FTI will begin developing a 10-hectare section of the site early next year under a 25-year lease agreement with CIAC. The facility will include modern warehouses, processing plants, cold storage units, administrative offices, and export logistics centers, all designed to support both domestic and international markets.
The facility will also feature Halal-certified zones and spaces for One Town, One Product (OTOP) enterprises that promote innovation, sustainability, and community-based livelihoods.
Tiu Laurel said the project follows successful regional food hub models such as those in Thailand, where integrated agri-logistics centers have spurred rural and agricultural productivity.
“This is one of several mega food hubs the DA will develop to ensure stable markets and long-term food security,” he said in a statement.
The project is part of a broader government initiative to build mega food hubs nationwide, with similar developments planned in Bukidnon (40 hectares) for Mindanao, and Quezon province (30 hectares) for southern Luzon and Bicol.

“This partnership aligns squarely with President Ferdinand Marcos Jr.’s directive to prioritize agricultural development and strengthen the agro- and agri-logistics value chain – particularly in advancing the nation’s aquaculture and agriculture industries,” said Alcazar in a separate press release.
He added that the hub will serve Clark Freeport Zone, New Clark City, Metro Manila, and the northern, central, and southern Luzon areas, while also offering direct access to international markets through Clark’s transportation infrastructure.

Lo emphasized the initiative restores FTI’s founding purpose of connecting farmers directly with consumers.
“The hub will encourage producers and entrepreneurs, ensure fair farm-gate prices, lower food costs, reduce post-harvest losses, create jobs, and stabilize supply,” he said.
The partnership highlights the complementary roles of both agencies: CIAC as the aviation and land development arm of the Bases Conversion and Development Authority, and FTI as a subsidiary of the National Food Authority, tasked with supporting agricultural producers and promoting price stability through modern logistics and distribution systems.
