All three lanes in both directions of the San Simon Interchange and Tulaoc section of the North Luzon Expressway (NLEX) have been reopened to all types of vehicles as of September 8, according to operator NLEX Corp.
Sustained flood mitigation and clearing efforts by NLEX Corp. and its government and private sector partners helped restore all lanes in the affected sections, allowing the resumption of normal traffic operations, the expressway operator said in a statement.
NLEX Corp. said it continues to undertake flood mitigation measures, including dredging of the Tulaoc River and clearing and improvement works along the NLEX embankment, to improve water flow and help mitigate flooding in the area.
Toll fee
With all lanes now open, the toll rebate for motorists traversing the San Fernando–Pulilan stretch has been lifted effective 12:01 p.m. on September 9. The rebate was implemented starting September 2 upon the directive of the Department of Transportation and after motorists were caught in hours-long traffic after days of heavy southwest monsoon rains pushed floodwater onto the expressway.
The temporary toll exemption for provincial buses will remain in effect.
Metro Pacific Tollways Corp., NLEX Corp.’s mother firm, earlier said it will further raise the northbound and southbound pavements in Tulaoc as a permanent solution to recurring flooding in the area.
The roadway had previously been elevated by about 0.7 meter, and further raising can proceed once elevation of the Tulaoc Bridge is completed to provide the required vertical clearance.
The Tulaoc section has long been identified as a flood-prone point. In 2023, the government and NLEX Corp. agreed on road- and bridge-raising measures after flooding caused hours-long traffic in San Simon.
