Talks on the P21.64-billion bundled proposal for Davao, Bicol and Siargao airports are nearing completion, says CAAP

Negotiations on the unsolicited proposal to develop, operate and maintain three regional airports in Davao, Bicol and Siargao are nearing completion, according to Civil Aviation Authority of the Philippines (CAAP) Director General Raul Del Rosario.
Bundling the three airports in one concession, at an estimated investment of P21.64 billion, “ensures that high volume gateways help support regional destination airports,” Del Rosario said in a presentation at the recent ASEAN Transportation Forum hosted by the European Chamber of Commerce of the Philippines.
Speaking to media on the sidelines of the event, Del Rosario said final approval now rests with the Public-Private Partnership Center of the Philippines (PPP Center).

Requirements still incomplete
According to the PPP Center website, pre-approval requirements are still being secured for the proposal. The PPP Center endorsed it to CAAP, the implementing agency, on June 16, 2025, after finding it complete under Republic Act No. 11966, the PPP Code of the Philippines.
CAAP granted original proponent status to the consortium on June 4, 2026. However, in a letter dated September 14, 2026, the PPP Center assessed the project as “incomplete.”
Del Rosario said that under the PPP Code, the proponent can still submit missing documents while the proposal is under negotiation.
Under PPP rules, once the implementing agency and the proponent complete negotiations, they must submit the full set of requirements, including the negotiated parameters, terms and conditions, to the approving body, which in this case is the PPP Center.
Once approved, the proposal will undergo a comparative challenge, which allows other companies to submit competing offers.
The Philippine Regional Airports Consortium (PRAC) submitted the proposal to develop, operate and maintain Davao International Airport and Bicol International Airport under a 30-year concession, and Siargao Airport under a 15-year concession.
PRAC is composed of Filinvest Infra-Solutions Ventures, Inc., JG Summit Infrastructure Holding Corp., and Asian Infrastructure and Management Corp.
The project aims to increase runway, cargo and passenger handling capacity at the three airports. It also seeks to make airport operations more efficient, reduce carbon emissions, and improve passenger comfort, convenience and security. The scope of work varies by airport, based on each one’s needs.
Davao International Airport
- Phase 1 (2041): expansion and renovation of the passenger terminal building, upgrades to the existing cargo terminal, a new fire station, apron and parking expansion, a parallel taxiway, and wider passenger access roads
- Phase 2 (2056): further passenger terminal expansion and renovation, a new cargo terminal, more apron and parking space, and wider ground service equipment roads
Bicol International Airport
- Phase 1 (2041): renovation of the terminal’s existing international area to allow swing operations, plus terminal expansion for additional remote gates and a new pier
- Phase 2 (2056): further passenger terminal expansion and renovation
Siargao Airport
- Phase 1 (2041): passenger terminal expansion and renovation to meet the International Air Transport Association’s optimum level-of-service standards
