PPA clarifies requirement for student exemption from terminal fee

The Philippine Ports Authority (PPA) clarified students availing of the exemption for payment of passenger terminal fee at PPA ports should provide a valid school ID for the current calendar year, regardless of the month or school-year period indicated therein.

In the absence of a valid school ID, any document issued by the educational institution showing evidence of enrollment for the current year will also now be accepted to avail of the exemption, according to PPA Memorandum Circular (MC) No. 016-2026.

The new MC amends PPA MC No. 02-2019 to clarify the documentary requirement for students availing of the PTF exemption and to ensure its consistent and uniform implementation in PPA-owned passenger terminal buildings (PTBs).

PPA MC No. 02-2019 provides the guidelines on the exemptions from payment of PTF at PPA-owned PTBs. It implements the exemptions under PPA Administrative Order No. 04-2019 in recognition of the role and special needs of students, the elderly, persons with disability (PWD), and uniformed personnel in the community.

For purposes of the PTF exemption, MC No. 016-2026 said the documentary requirement for students will not be limited to any particular type of school-issued document, provided that the document presented sufficiently establishes the student’s actual enrollment for the current year.

The documentary requirements for senior citizens, PWD, and selected uniformed personnel prescribed under MC No. 02-2019 will remain unchanged.
