The Subic-Clark Alliance for Development (SCAD) Council and the Tarlac provincial government have partnered to develop a master plan for the Subic-Clark Corridor (SCC), seeking to coordinate land use, infrastructure and investment priorities across the growth area.
The initiative is part of the Optimized Network for Enhanced Corridor Planning (ONE Corridor) Program, which aims to establish a unified development strategy by aligning the priorities and plans of key stakeholders, according to SCAD.
As part of the partnership, SCAD supported Tarlac’s Provincial Development and Physical Framework Plan (PDPFP) Workshop for 2028-2040, held on October 8-9, 2026, at Quest Plus Hotel and Conference Center in Clark, Pampanga.
The two-day workshop brought together provincial officials, national government agencies, development partners and planning experts to discuss Tarlac’s development priorities and investment opportunities.
Participants included Tarlac governor Christian Tell Yap and vice governor Estelita Aquino, along with representatives of partner agencies.
During the workshop, SCAD executive director Carminda Fabros outlined how SCAD could support the province through integrated land-use and infrastructure planning, investment mapping, digitalization and evidence-based development.
Through technical partnerships with the Philippine Space Agency and the Philippine Institute of Volcanology and Seismology, SCAD can help local government units use the following:
- Satellite imagery
- Geospatial analytics
- Hazard and risk data to identify suitable areas for industrial, agricultural, manufacturing, food-processing, logistics, and other economic activities
The proposed Subic-Clark Corridor Master Plan aims to establish a common strategic direction across the corridor under the framework “One Direction. One Narrative®”, harmonizing the development priorities and long-term plans of participating stakeholders.
The partnership is intended to strengthen coordination among local governments and other stakeholders and position the Subic-Clark Corridor as a sustainable, competitive and future-ready growth center for Central Luzon.
