Vietnamese conglomerate Vingroup is investing US$500 million for an electric vehicle (EV) manufacturing facility in the Philippines, the Department of Trade and Industry (DTI) announced.
Construction for the facility is eyed to begin by first quarter of 2027 and targeted for completion within one to one and a half years. The plant’s location was not identified in the announcement.

The planned assembly plant is designed to initially produce 200,000 vehicles per year, catering to both the domestic and export markets.
DTI said in addition to four-wheeled electric vehicles, Vingroup aims to introduce its line of e-scooters to the Philippine market, expanding sustainable transport options for consumers.
The Vingroup’s Philippine portfolio currently includes: VinFast Auto Philippines Inc., which sells and distributes passenger EVs; Green and Smart Mobility Philippines Inc., operating the Green GSM taxis; and V-Green Charging Station Development Philippines Inc.

DTI said Vingroup’s strategic expansion through the manufacturing plant – which builds on its existing operations in Jakarta and India – underscores the Philippines’ growing reputation as a premier regional hub for advanced manufacturing, clean energy, and next-generation mobility.
“The DTI is fully mobilized to provide end-to-end facilitation, ensuring a competitive ecosystem for global innovators scaling their manufacturing footprint in our country,” DTI Secretary Ma. Cristina Roque said.
Roque recently led a meeting with Nguyen Quoc Tuan, Vingroup vice chairman and GSM Global chairman, where the DTI outlined institutional support mechanisms and competitive fiscal incentives available for the project, including the tax incentives under the CREATE MORE Act and expedited regulatory processing through Green Lanes under Executive Order No. 18.
