The Bases Conversion and Development Authority (BCDA), together with the Tarlac provincial government and NLEX Corporation, recently broke ground on the expansion of the Subic-Clark-Tarlac Expressway (SCTEX) Luisita Interchange.
The expansion will give motorists coming from MacArthur Highway direct access to SCTEX when traveling north, while motorists coming from Northern Luzon will be able to exit directly at Luisita when traveling south.
BCDA president and CEO Joshua Bingcang said the project is part of a broader effort to build an interconnected ecosystem within the Luzon Economic Corridor that will support business growth, connect communities, and drive national development.
“We will complete the entire interchange because right now only half of it has been completed. You can access the Luisita interchange from Clark, but there is no access from Luisita to Baguio, or from Baguio to Luisita,” Bingcang said in a recent press briefing.
The expansion covers the construction of a 624-meter, two-lane access entry ramp and a 242-meter, one-lane additional exit ramp bound for Baguio City or the Tarlac-Pangasinan-La Union Expressway. A second component will add a 681-meter, two-lane access exit ramp with supporting structures bound for Clark and onward to Manila.
BCDA awarded the P172-million contract for the project to Pampanga-based contractor Eddmari Construction and Trading. The scope also includes a toll plaza, drainage facilities, slope protection, utilities, and streetlights.
Bingcang said completing the interchange will provide direct connectivity to some of Tarlac’s leading industrial hubs and township developments, including Luisita Industrial Park, Central Techno Park, Crescendo Estates, and TARI Estate.

Officials said the completed interchange will ease travel for motorists to and from northern Luzon and reduce congestion on MacArthur Highway and nearby roads.
Tarlac governor Christian Tell Yap said the project will open up more opportunities for Tarlac residents by improving accessibility and bringing them closer to jobs, businesses, and other economic opportunities.
The project is expected to be completed within 240 calendar days, or around the second quarter of 2027.
