The Bureau of Customs (BOC) has finally issued the procedures for the integration of its Automated Export Declaration Systems (AEDS) with that of investment promotion agencies (IPAs).
BOC under Customs Memorandum Order (CMO) No. 09-2026 establishes the AEDS Plus to provide seamless integration of the AEDS implemented by IPAs and the customs bureau through the accredited value-added service providers (VASPs).
It aims to delineate the duties and responsibilities of the IPAs and BOC in the processing of export declaration-single administrative documents (ED-SADs), and to secure accurate statistical data for exports coming from special economic or free zones.
BOC in August 2023 conducted a virtual public consultation on the then proposed CMO. Philippine Economic Zone Authority (PEZA) deputy director general for operations Vivian Santos earlier highlighted the benefit for PEZA locators of the integration, emphasizing that it means only a single lodgment will be required. Currently, PEZA locators lodge in PEZA’s Automated Export Documentation System (AEDoS), and their VASP subsequently lodges with BOC’s AEDS.

BOC’s AEDS is a module under its Electronic-to-Mobile (E2M) System for the receipt and processing of the ED-SAD submitted by exporters.
The IPA’s AEDS, or AEDoS for others, meanwhile, is a system of export documentation used by various economic zones/free port zones (EZ/FPZ) and other IPAs which is a front-end process of the export shipments of all their registered business enterprises (RBEs).
CMO No. 09-2026 will apply to goods for export coming from the different IPAs covered by ED-SAD authorized under the IPA’s respective AEDS and submitted electronically to the E2M-AEDS through BOC’s accredited VASPs.
Lodgement of EDs by Board of Investments-registered enterprises will still be through the E2M-AEDS.
Under CMO No. 09-2026, the RBE, or its authorized representative, should lodge the ED-SAD in the respective IPA-AEDS through the VASP.
The ED-SAD approved by the free zone authority or IPA concerned will remain valid for 24 hours from the time of approval.
ED-SADs approved by the concerned IPA will be transmitted electronically by the VASPs to the E2M-AEDS for processing.
The current risk parameters applicable to IPA shipments will remain in force, subject to the relevant provisions of CMO No. 09-2026, unless the Customs commissioner expressly directs the full implementation of BOC’s selectivity system under AEDS Plus.
Existing regulations on modification or cancellation of ED-SAD, including treatment of returned export shipment, will remain in effect.
The exporter is not allowed to file a new ED-SAD without cancellation of the previous ED-SAD, a violation of which will result in the conduct of non-intrusive inspection and 100% physical examination at the port of loading.
Existing regulations on shut-out/off-loaded shipment will also remain in effect.
The Customs commissioner will issue a memorandum on the schedule of implementation of CMO No. 09-2026, upon the recommendation of BOC’s Management Information and Systems Technology Group (MISTG).
In cases where different export declaration systems are implemented by EZ/FPZ authorities, the implementation will only commence when the systems are fully integrated with the E2M System, and also upon favorable recommendation of the MISTG.
The EZ/FPZ authorities, by virtue of their respective charters, may also issue memorandum orders or circulars providing for the internal export procedures and requiring the electronic submission of export documentation for shipments emanating from the RBE to align and harmonize their respective export systems on the lodgment and approval of export documents to the E2M-AEDS.— Roumina Pablo
