Toll rates on the seven-kilometer CAVITEX R1 Expressway Extension linking Zapote in Las Piñas City to Kawit, Cavite, are higher starting October 28, following approval by the Toll Regulatory Board.

Under the approved second-tranche adjustment, motorists will pay P103 for Class 1 vehicles, P207 for Class 2 and P310 for Class 3.

The adjustment covers toll petitions filed in 2020 and 2023 by CAVITEX Infrastructure Corp. (CIC) and the Philippine Reclamation Authority (PRA), which were originally due for implementation in 2021 and 2024, respectively.

To cushion the impact on motorists, the approved increases were divided into two tranches. The first took effect in October 2025.

The expressway serves more than 50,000 motorists daily and provides a key link between Metro Manila, Cavite, and Southern Luzon.

Connectivity is also expected to improve with the planned connection of CAVITEX to the Cavite-Laguna Expressway (CALAX) through the CAVITEX-CALAX Link, or CCLink.

Toll relief for public utility, agricultural vehicles

Alongside the toll adjustment, the ABANTE program, which provides toll relief to public utility vehicle (PUV) operators, also resumes on October 28 for 60 days.

Accredited operators of traditional and modern jeepneys, UV Express units, and buses with authorized routes using the CAVITEX R1 Extension in Kawit will qualify for toll rebates during the period.

Meanwhile, toll rebates for vehicles carrying agricultural products will remain in effect through November 30, to help keep farm goods moving.

Previous relief measures included toll exemptions for accredited Class 2 public utility buses and public utility vehicles, as well as rebates for Class 3 vehicles and accredited agricultural transport vehicles.

Infrastructure upgrades

CIC, PRA, and expressway operator PEA Tollway Corp. (PEATC) said they continue to invest in infrastructure improvements and technology upgrades along CAVITEX. Projects include:

  • replacing expansion joints on bridges along the Parañaque segment and the Imus Viaduct to improve ride comfort and structural reliability
  • upgrading radio-frequency identification (RFID) systems and installing automatic license plate recognition technology to speed up toll transactions
  • rehabilitating pavement in critical sections of the Kawit and Parañaque segments

The companies said the investments, alongside the toll adjustment, would support the continued delivery of safe, reliable and efficient expressway services.
