Victoria International Container Terminal (VICT), the Australian unit of Philippine port operator International Container Terminal Services Inc. (ICTSI), has started its Phase 3B expansion at the Port of Melbourne, which will increase the terminal’s capacity by about 18%.
The expansion at Webb Dock East will add automated cargo-handling equipment and storage capacity as VICT prepares to accommodate future trade growth.
“Upon completion, Phase 3B will increase VICT’s capacity by approximately 18 per cent. This additional capability will support future trade growth and strengthen the efficient, reliable and integrated services we provide to our waterside and landside customers,” VICT said in a LinkedIn post.
Phase 3B is scheduled for completion this year and will include the acquisition of an additional automated ship-to-shore crane, three automated container carriers and four automated stacking cranes, as well as the construction of two additional storage blocks.
The project forms part of ICTSI’s broader investment program at VICT, which is targeted for completion in late 2027. ICTSI said the program will increase the terminal’s estimated capacity to 1.6 million twenty-foot equivalent units (TEUs).

VICT CEO Bruno Porchietto led the ceremony marking the start of Phase 3B, which was attended by Philippine Consul General Jesus (Gary) R. S. Domingo, Port of Melbourne CEO Saul Cannon and BildGroup CEO Stephen Hill, along with representatives of the Philippine Consulate, Port of Melbourne, BildGroup and VICT.
VICT operates and manages the Webb Dock East terminal and is the only fully automated container terminal in the Southern Hemisphere.
Earlier this year, VICT and Port of Melbourne Operations Pty Ltd. signed a contract extending the terminal’s contract expiry from 2040 to 2066.
ICTSI said the expansion underscores its long-term investment in Melbourne’s port infrastructure as the terminal seeks to strengthen its capacity and support the growth of Victoria’s trade and economy.
