MARINA surpasses mid-year targets, eyes stronger 2026 finish

The Maritime Industry Authority (MARINA) announced that it has exceeded major mid-year performance targets, setting the stage for an even stronger finish by year-end.

The agency reported 601,256 ship certificates and 314,707 professional certificates issued in the first half of 2026, including 282,297 Certificates of Proficiency and 21,506 Certificates of Competency. Additionally, 14,698 Filipino seafarers were certified to international standards.

The Philippine operating fleet expanded to 2,097 vessels, surpassing its target by 10.5%, reflecting industry growth and confidence. MARINA also strengthened its digital governance, processing 1,678 Maritime Electronic Certification, Authentication and Verification transactions and issuing 1,278 Special Orders through enhanced online platforms.

Financially, MARINA generated ₱705.68 million, achieving 82% of its annual revenue target by mid-year. Client satisfaction remained high, with a 97% rating from over 253,000 surveyed clients nationwide.

To further strengthen maritime education and compliance, MARINA established the Office of the Deputy Administrator for Education, Training, and Certification (ODAETC), serving as a think tank for global standards alignment.

Administrator Sonia Malaluan underscored the agency’s commitment: Exceeding our targets is not the finish line—it is our motivation to deliver even better services for every Filipino who depends on the maritime sector.

With strong momentum in certification, fleet growth, revenue, and digital transformation, MARINA said it is positioning itself for a robust close to 2026.
