The Bureau of Customs–Port of Cebu has a new leader. Atty. Zsae Carrie De Guzman formally assumed office as District Collector on July 7, 2026, arriving with the vision of making the Port of Cebu the friendliest port in the country.
Previously acting deputy collector for Operations at the Port of Clark, De Guzman took over from Alexandra Yap Lumontad, who was appointed in July 2025.
In her address to officers and personnel, De Guzman laid out the culture she intends to build — one where public service is not merely a function but a calling. “The true strength of the Port of Cebu lies not only in what we accomplish, but in how we accomplish it. When we treat one another with respect, work with integrity, and pursue excellence together, we create an organization where people are inspired to give their best every day. That is the kind of workplace I hope we will build together,” she said.
She emphasized that a workplace grounded in respect, trust, and genuine care for colleagues is the foundation of both a high-performing organization and meaningful public service — and that she wants every employee to walk through the port’s doors each day viewing service as a privilege and a blessing.
Following the turnover ceremony, De Guzman marked the start of her tenure with a Holy Mass attended by the port’s officers and personnel, underscoring her desire to begin this new chapter with faith and humility. She subsequently convened her first meetings with key port personnel, calling on all to work together with integrity, excellence, and professionalism in advancing the bureau’s core mandates.
De Guzman affirmed her alignment with the directives of BOC Commissioner Ariel Nepomuceno, reiterating that the Port of Cebu remains committed to its mandate of revenue collection, trade facilitation, and border protection in support of national development and economic growth.
The BOC-Port of Cebu closed the first six months of 2026 with a P25.331 billion collection, exceeding its P24.955-billion target for the period while also recording a double-digit surplus for June alone, capping a period that included one of the port’s largest anti-smuggling operations on record.
