Pag-IBIG Fund and the Bases Conversion and Development Authority (BCDA) have partnered to build affordable homes closer to workplaces, starting with a walk-to-work township in New Clark City, under the government’s Expanded Pambansang Pabahay para sa Pilipino (Expanded 4PH) Program.
Pag-IBIG Fund CEO Marilene Acosta and BCDA president and CEO Joshua Bingcang signed the memorandum of agreement on October 8 at the BCDA office in Bonifacio Global City, Taguig. Department of Human Settlements and Urban Development (DHSUD) Secretary and Pag-IBIG Fund Board chairman Jose Ramon Aliling witnessed the signing.
Under the agreement, BCDA will provide government land, while Pag-IBIG Fund will contribute financing and housing expertise.
The partnership will initially focus on about 14 hectares in New Clark City. This consists of a 10-hectare property in Bamban, Tarlac, and a 4-hectare property in Capas, Tarlac, with the latter set for a government center and related developments.
The planned township is meant for workers in New Clark City’s business, industrial and commercial districts. It will combine housing with commercial areas and recreation facilities, so residents can live within walking distance of work and daily services.
Camp John Hay, Morong Discovery Park and the Poro Point Freeport Zone have also been identified for possible projects.
Acosta said building homes near workplaces will help Pag-IBIG members “spend less on transportation, avoid long commutes and enjoy a better balance between work and home.”
Bingcang called the deal “a long-term institutional partnership” and said BCDA aims to complete projects within the Marcos administration’s term.
Aliling said the government hopes to replicate the model with other public and private institutions to make more land available for housing.
