The Philippine Coast Guard (PCG) formalized a pair of agreements with the Philippine Ports Authority (PPA) and Asian Terminals Inc. (ATI) on June 8 for improvements at the Port Area in Manila and a more modern PCG national headquarters.
Under a memorandum of agreement, the PPA grants the PCG usufructuary rights over Pier 15 for the construction of a bigger and more modern headquarters for the country’s coast guard.
PCG, in a statement, said the upgraded HQ will support its expanding mandate across maritime security, safety, law enforcement, search and rescue, and environmental protection.
In return, the PCG will relocate its existing South Harbor assets to free up space for the PPA’s ongoing port expansion program.

“The agreement is expected to improve port operations while allowing the PCG to establish facilities that are better suited to the demands of a modern Coast Guard,” said PCG spokesperson, Commodore Noemie Cayabyab.
A separate Tripartite Framework Agreement was also executed among the PCG, PPA, and ATI to optimize infrastructure utilization at Piers 13 and 15, consolidating the roles of all three parties in the management and development of the Manila port complex.
“Through this partnership, the PCG moves closer to establishing a National Headquarters that reflects its growing role as the country’s humanitarian armed service, while supporting the development of a more efficient and responsive port system in Manila,” he added.

At the same event, senior PPA officials were elevated to flag ranks in the Coast Guard Auxiliary.
PPA general manager Jay Daniel Santiago was elevated to Auxiliary Vice Admiral, the highest rank conferred at the ceremony.
Three other senior PPA officials, assistant general manager for operations Mark Jon Palomar, assistant general manager for finance, legal and administration Elmer Nonnatus Cadano, and senior executive assistant Kelvin Angeles, were each promoted to the rank of Auxiliary Rear Admiral.
