The Philippine Economic Zone Authority (PEZA) has signed a Memorandum of Understanding with the Clean Air Initiative for Asian Cities Center, Inc. (Clean Air Asia) to pursue fleet electrification and decarbonization across its ecozones, starting with a feasibility study on converting PEZA’s official transport units to electric vehicles.
The MOU was signed September 17, 2026 at the PEZA Head Office by PEZA director general Tereso Panga and Clean Air Asia deputy executive director Atty. Glynda Bathan-Baterina, with PEZA Management Information Systems and Corporate Planning Group manager Rowena Naguit and United Nations Industrial Development Organization country representative Teddy Monroy as witnesses.
Under the agreement, PEZA said Clean Air Asia will conduct a study examining the technical, operational, financial, and institutional viability of transitioning PEZA’s fleet to EVs. Depending on the study’s findings and applicable requirements, the partnership will also extend to supporting electric vehicle charging stations (EVCS) needed to deploy and operate the vehicles.
Both the study and the initial EV deployment will be piloted in the Mactan Economic Zone, giving PEZA a concrete starting point for a broader fleet electrification program across its ecozones. The move also aligns with Republic Act No. 11697, the Electric Vehicle Industry Development Act (EVIDA), which mandates the gradual integration of EVs into government and other covered fleets.
The partnership operates under the e-mobility ASAP (Accelerating the Adoption and Scale-up of Electric Mobility for Low-Carbon City Development in the Philippines) Project, a Global Environment Facility (GEF)-funded initiative implemented by the United Nations Industrial Development Organization, the Department of Trade and Industry, and the Board of Investments. Clean Air Asia serves as the project’s Executing Entity, leading a consortium that includes De La Salle University, the Electric Vehicle Association of the Philippines, and Urban Electric Mobility Initiative GmbH.
Panga said the partnership reflects PEZA’s push to embed decarbonization into how it operates and develops its ecozones, positioning them as greener, future-ready investment destinations going forward.
