United Parcel Service Co.’s (UPS) upcoming new hub in Clark, Pampanga is expected to provide Philippine exporters and importers with improved service and customer experience, according to the Philippine Economic Zone Authority (PEZA).
In support of the Luzon Economic Corridor (LEC) initiative and the government’s efforts to decongest Metro Manila, PEZA director general Tereso Panga recently met with UPS head of air operations Albert Sapaen Jr. to discuss UPS’ expansion plans in Clark and how its new hub can further strengthen the Philippines’ logistics infrastructure, export capabilities, and connectivity to global supply chains.
PEZA and UPS also reaffirmed their continued collaboration in strengthening Clark’s role as a strategic logistics gateway.

PEZA said UPS’ new facility, slated for opening within the second half of the year, is expected to support efficient movement of imports, exports, and transshipments, particularly for time-sensitive and high-value goods such as electronics, semiconductors, healthcare products, and e-commerce shipments.
According to the presentation of UPS Philippines solutions engagement manager Raymond Barairo during the 1st Southern Luzon Logistics Conference and Exhibit, the new hub and network in Clark will go live in September 2026, extending pick-up cut-off and earlier delivery times by up to two hours across all areas. Its new hub and network is part of the firm’s series of investments to further enhance its Asia Pacific network.
PEZA said the expansion also complements UPS’ broader network investments, including its new operating center in Carmona, Cavite, which launched in 2025, further expanding logistics capacity in Southern Luzon.

Moreover, PEZA said this development supports the government’s decongestion agenda through greater utilization of Clark for air cargo operations, helping ease pressure on the Ninoy Aquino International Airport and reduce freight-related traffic along major road networks, while advancing the LEC’s objectives of strengthening connectivity among Clark, Subic, Manila, and Batangas and developing a more integrated logistics network across Luzon.

PEZA’s engagement with UPS builds on its established presence in the economic zone ecosystem, with UPS-SCS (Philippines), Inc. serving as one of PEZA-accredited service enterprises for air and sea Freight Forwarding.
