United Parcel Service’s (UPS) upcoming hub in Clark, Pampanga is set to improve service for Philippine exporters and importers, the Philippine Economic Zone Authority (PEZA) said.
PEZA director general Tereso Panga recently met with UPS head of air operations Albert Sapaen Jr. to discuss the courier’s expansion plans in Clark and how the new hub could strengthen the country’s logistics infrastructure, export capacity, and connectivity to global supply chains. The meeting was held in support of the Luzon Economic Corridor (LEC) initiative and the government’s push to decongest Metro Manila.
PEZA and UPS also reaffirmed their continued collaboration in positioning Clark as a strategic logistics gateway.

The new facility, slated to open in the second half of the year, is expected to support the efficient movement of imports, exports, and transshipments — particularly time-sensitive and high-value goods such as electronics, semiconductors, healthcare products, and e-commerce shipments, PEZA said.
Speaking at the 1st Southern Luzon Logistics Conference and Exhibit, UPS Philippines solutions engagement manager Raymond Barairo said the new hub and network in Clark will go live in September 2026, extending pick-up cut-off times and enabling deliveries up to two hours earlier across all areas. The hub is part of a broader series of investments UPS is making to enhance its Asia Pacific network.
PEZA noted that the expansion complements UPS’ other network investments, including its operating center in Carmona, Cavite, which launched in 2025 and further expanded logistics capacity in Southern Luzon.

The agency added that the project supports the government’s decongestion agenda by driving greater use of Clark for air cargo operations — easing pressure on Ninoy Aquino International Airport and reducing freight-related traffic on major road networks. It also advances the LEC’s goal of strengthening connectivity among Clark, Subic, Manila, and Batangas, and building a more integrated logistics network across Luzon.

PEZA’s engagement with UPS builds on the company’s established presence in the economic zone ecosystem, where UPS-SCS (Philippines), Inc. is accredited as a PEZA service enterprise for air and sea freight forwarding.
Through continued coordination with UPS and other global logistics players, PEZA said it aims to support efficient trade flows, strengthen the country’s position in global value chains, and foster a more competitive environment for export-oriented industries. — Roumina Pablo
