The Bureau of Customs-Port of Batangas (BOC-Batangas) was the highest earning district in the first half of 2026 and aims to beat its annual revenue collection target for this year while continuously streamlining its processes to further improve trade facilitation in Southern Luzon, according to district collector Carmelita Talusan.
It recorded a P120.88 billion revenue in the first six months, exceeding its target of P118.44 billion by over 2% and posting a surplus of P2.45 billion. The strong fiscal performance is partly due to elevated oil prices during the period, which means higher duties and taxes. The country’s top importers have been oil and petroleum, and vehicle companies.

For the full year, BOC-Batangas is tasked to collect P252.41 billion, 9.3% higher than its P930.95 billion actual collection in 2025.
In March 2026, BOC-Batangas also recorded one of its strongest monthly collection performances, earning P22.21 billion and exceeding its target for the month by P3.05 billion or 15.93%, Talusan said in her keynote speech at the recent 1st Southern Luzon Logistics Conference and Exhibit 2026 organized by PortCalls.
“These numbers are certainly significant. But beyond the figures lies a more meaningful story. They reflect the confidence of the trading community. They affirm that when government delivers efficient and responsive service, businesses are encouraged to comply, investments continue to grow, and trade flows more efficiently,” Talusan said, noting that BOC-Batangas’ achievement came with the help of stakeholders, partners in government, and the private sector.

Talusan said BOC-Batangas’ performance was still driven by automotive and oil shipments, but hopes to accommodate more commodities and volumes, especially once the South Luzon Container Terminal in Bauan starts its operations in 2028.
With the increased trade activities, Talusan said BOC-Batangas is continuously streamlining cargo clearance and adopting reforms to make it easier for legitimate businesses to comply with customs requirements.
In an interview with PortCalls on the sidelines of the event, Talusan said they have been coordinating with various industries and sectors shipping through Batangas port to help reduce processing time for their cargoes. BOC likewise tries to sit down with partner regulatory government agencies to also help streamline their processes.
An example of this collaboration is with the automotive sector, which led to the reduction of processing time for motor vehicles to less than two days from five to six days.
She assured that BOC-Batangas will continue to study its processes and check for possible gray areas to further improve its service, and continue its collaboration with stakeholders to gather feedback and further enhance previous initiatives.— Roumina Pablo
