CAAP taps Spain's Indra Group for air navigation data system

The Civil Aviation Authority of the Philippines (CAAP) has launched its New Aeronautical Information Service (AIS) System Project, deploying a fully digital management system designed to bring the country’s air navigation data services into alignment with international standards and prepare it for air traffic demand.

The contract signing for the new AIS system project was held on April 14 at CAAP’s Central Office, with CAAP director general Raul Del Rosario and Indra Philippines Inc. CEO Diego Castillejo formalizing the agreement.

Spanish Embassy Economic and Trade Counselor Sylvia Torices attended the ceremony, underscoring the bilateral dimension of the technology transfer between Spain and the Philippines.

The project represents a major step in CAAP’s transition to an integrated aeronautical information management (AIM) system designed to provide more reliable, accurate, and timely aeronautical information, supporting safer and more efficient air navigation.

The system includes a centralized Aeronautical Information Exchange Model (AIXM)-compliant database, electronic Aeronautical Information Publication (AIP), digital Notices to Airmen (NOTAM), charting capabilities, and flight plan management tools. It will be deployed using Indra Group’s AviSuite AIS and Wizard Portal AIM platforms.

“This is a major shift toward aeronautical information management, in compliance with ICAO (International Civial Aviation Organization) annex 15 standards and international best practices. This project demonstrates CAAP’s commitment to innovation, safety, efficiency and service excellence,” Del Rosario said.

Castillejo conveyed confidence that the agreement would develop into a long-term partnership. “We are honored to support the CAAP in advancing these critical systems. We sincerely hope this marks the beginning of a long-lasting and meaningful partnership. We look forward to continued collaboration between CAAP and Spain in navigating the years ahead toward sustained modernization,” he said.

CAAP described the project as a strategic investment in aviation safety and capacity, designed to prepare for future air traffic expansion and technological advancements.
