In June, he said the IMO had secured safety guarantees for passage through the Strait of Hormuz, with about 11,000 stranded seafarers expected to be evacuated. In February, at a forum in Manila, he pledged continued support for seafarers as training keeps pace with new ship technology.

Dominguez is the tenth Secretary-General of the IMO. The 40-member IMO Council first elected him at its 129th session in July 2023 for a four-year term starting on Jan. 1, 2024. The Assembly approved his election at its 33rd session in December 2023.
