Marcos approves another West Cebu Industrial Park expansion

President Ferdinand Marcos Jr. has approved another expansion of the West Cebu Industrial Park-Special Economic Zone (WCIP-SEZ) in Balamban town with an additional area of 647,229 square meters.

Proclamation No. 1288 dated June 3, 2026 designates two parcels of land located at Barangay Buanoy.

In October 2024, Marcos also signed Proclamation No. 710, officially designating additional parcels of land in Barangays Arpili and Buanoy for inclusion in WCIP-SEZ, which has been a central hub of the Philippines’ shipbuilding industry for over 30 years.

Established in 1992, the Philippine Economic Zone Authority (PEZA)-accredited estate is a collaboration between the Aboitiz Group and Japan’s Tsuneishi Holdings.

WCIP-SEZ has grown into a mixed-use industrial estate with complementary commercial, institutional, and residential sectors. The main industrial estate is spread across 283 hectares.

It currently has more than 10 locators from medium to heavy industries, including some of the world’s largest shipbuilding companies, which have solidified Balamban’s status as the country’s shipbuilding capital. It hosts a variety of global enterprises, employing over 14,000 skilled Filipinos.

Other places of note within include Foressa Mountain Town, the University of San Jose Recoletos, and an upcoming central business district.

The proclamation of additional parcels of land is pursuant to Republic Act (RA) No. 7916, or the Special Economic Zone Act of 1995, as amended by RA No. 8748, and upon the recommendation of the Board of Directors of PEZA.

RA 7916, signed into law on February 24, 1995, aims to encourage economic growth through the development of special economic zones.

SEZs are designated areas where businesses can enjoy fiscal and non-fiscal incentives and privileges, depending on their location and industry priority. These include industrial estates, export processing zones, information technology parks, tourism/recreational economic zones, and others.
