The Maritime Industry Authority (MARINA) will maintain uninterrupted operations and sustain its priority programs under the leadership of retired Navy officer Loumer Bernabe, who officially assumed the post of officer-in-charge administrator of the agency on October 30, 2026.

Bernabe assured the maritime industry, other stakeholders, and the public that the leadership transition will not affect the delivery of the agency’s services or the implementation of its ongoing programs.

“Our sails remain steady and our course remains clear. There will be no disruption in our operations or our programs,” he said in a statement.

He identified continuity, efficiency, and stability as his immediate priorities, emphasizing the need to sustain initiatives established under the previous administration.

Among these are the continued implementation of MARINA’s Maritime Industry Development Plan, acceleration of digitalization across frontline services, and strengthening of programs that advance maritime safety, seafarer welfare, and the global competitiveness of the Philippine maritime industry.

Bernabe also called on MARINA personnel to work together in carrying out the agency’s mandate and ensuring responsive public service.

“Together, sama-sama po tayo, we will keep our vows of public service strong, ensuring an accessible, safe, secure, and sustainable maritime sector,” he said.

MARINA said it remains committed to sustaining its regulatory, developmental, and public service functions as it continues working toward a safer, more competitive, and sustainable Philippine maritime industry.

Bernabe was recently appointed as OIC-administrator following the retirement of administrator Sonia Malaluan.

Bernabe, who holds the rank of rear admiral, was already serving as deputy administrator for operations in MARINA since April 2026.
