The Private Express and Messengerial Association of the Philippines (PEMAP) has elected its officers for 2026-2027, with Alma Rias getting a third consecutive term as president.
Rias (Go21, Inc) is joined by Juan Paolo Artiaga (LBC Express Inc.) as the new vice president.
Ruel Nico Mari (JRS Express) and Ferdinand Diño (Mesco Express Service Corp.) were also re-elected as secretary and auditor, respectively.
Racquel Marquez (Strategic Alterative Corp.) is the new treasurer while Lanie Elevenson (Lite Xpress) is the new PRO.

Coinciding with the election on July 17 was the launch of PEMAP’s official website, which Rias earlier described as “a major step forward” in modernizing the association’s services, making it more accessible, transparent, and responsive to members’ needs.
Through the website, private express and messengerial delivery service (PEMEDES) operators can apply for or renew their membership with PEMAP. The website is also linked to the Department of Information and Communications Technology’s PEMEDES Licensing Portal, which is the government’s official platform for regulating delivery services.

PEMAP members can also create an account on the website, and gain access to the “red database”, which is an exclusive and secure database of riders with records of fraud. It is a confidential reference for PEMAP members that supports background checks and due diligence processes for career personnel.
The red database is, however, not a blacklist and should not replace legal compliance and independent verification.
Rias said this kind of database will help members safeguard their business, especially with syndicates getting highly sophisticated with their fraudulent activities.
Relatedly, Rias said one of her priorities is to continue growing the association’s membership to also expand the red database, noting the importance of the industry being united to combat fraud.
There is also a plan to connect PEMAP’s red database with a similar existing database of the Credit Card Association of the Philippines, whose members use the services of PEMEDES.
Aside from the website and the database, Rias said they plan to continue collaboration with government agencies for projects and initiatives for the PEMEDES industry.
Established 50 years ago, PEMAP serves as a bridge between the players within the express or messenger delivery industry.
