The Department of Transportation (DOTr) has signed the contract with the joint venture (JV) that was awarded the almost US$25-million contract for the Philippine Maritime, Transport, Logistics, and Connectivity (PMTLC) Project.
The contract, as well as the notice to proceed, were signed on May 26 and copies of which were made available at the DOTr website on June 16.
DOTr on December 26, 2025 awarded the contract to the JV between Haskoning Philippines Inc. and Netherland-based international engineering consultancy firm Haskoning DHV Nederland B.V., in association with DCCD Engineering Corporation and Pacific Rim Innovation and Management Exponents, Inc. (PRIMEX).
According to the project’s terms of reference, the key objective of the consulting services is to assist the government in the planning and preparation of maritime investments in the roll-on/roll-off (Ro-Ro) and farm-to-market (FTM) networks. The project should be completed in 36 months.
For the FMP Network Project, the consultant will conduct feasibility studies and detailed designs to construct and improve a network of sustainable, climate-resilient farm-to-market ports in geographically isolated, disadvantaged areas using modular standard design port prototypes.
For the Ro-Ro Network Upgrade Project, the consultant will also conduct feasibility studies and detailed designs to upgrade the country’s Ro-Ro network by rationalizing and identifying new shipping routes, expanding existing ports or constructing new ports, and modernizing the current vessel fleet.
The consultant is required to prepare from diagnostic and assessment studies to feasibility studies, preliminary designs, detailed designs and provide procurement support for the preparation and development of the RORO and FTM subprojects. The scope is indicatively divided in stages for both subprojects.
For the first stage, the consultant is requested to submit a first proposition with agreed payment milestones and inputs from the consultant’s team. For the subsequent stages, DOTr and the consultant will negotiate and agree on the detailed scope following the framework nature of this contract.
The Asian Development Bank (ADB) in 2024 published the request for expression of interest for the feasibility study and detailed engineering design for the PMTLC.
The project is under ADB’s technical assistance loan under its Infrastructure Preparation and Innovation Facility, which aims to directly support DOTr and the Department of Public Works and Highways to deliver more effective and innovative infrastructure projects.
Haskoning also earlier led the preparation of the Sustainable and Resilience Maritime Connectivity and Port Development Plan for the Philippines, a project of DOTr and the World Bank.
