The Philippine Exporters Confederation, Inc. (PHILEXPORT) welcomes the Bureau of Customs’ (BOC) extension to three years of the validity of exporters’ Client Profile Registration System (CPRS) registration as a positive step toward reducing administrative burden for exporters and government agencies alike.
“This change is aligned with our advocacy and best practices that promote streamlined regulatory processes to enhance trade competitiveness,” PHILEXPORT president Sergio Ortiz-Luis Jr. said in a statement.
At the same time, PHILEXPORT recommends that the implementing guidelines ensure robust but efficient mechanisms for risk-based monitoring and traceability during the extended validity period.
“While longer validity reduces paperwork, it should not compromise data integrity, traceability or regulatory oversight,” Ortiz-Luis said.
“We likewise urge the inclusion of appropriate reporting requirements, and clear triggers for re-evaluations to preserve consumer safety and foreign market trust,” he added.
To maximize the benefits of this system, PHILEXPORT also suggests “a robust customs technical infrastructure, a transition window for implementation and clear communication to stakeholders.”
A review of the impacts of the extension after 18 months will also help assess results and adjust procedures as needed, PHILEXPORT added.
Customs commissioner Ariel Nepomuceno through Office of the Commissioner (OCOM) Memo No. 51-2026 dated April 24 has directed the Management Information Systems and Technology Group (MISTG) to configure the CPRS to reflect the three-year validity upon registration, unless sooner deactivated, suspended, or cancelled in accordance with existing laws, rules, and regulations.

MISTG Memo No. 08-2026 said the extension was already implemented in BOC’s Electronic-to-Mobile (E2M) System on April 25, applicable to both new and renewal exporter applications. CPRS is a module under the E2M System.
The extension from just one year is in “the interest of aligning exporter records with current operational requirements of the Bureau”, OCOM Memo No. 51-2026 noted. Under existing rules on export cargo clearance formalities and issuance of certificate of origin and proof of origin under Customs Administrative Order (CAO) No. 08-2020, entities intending to export goods are required to be registered with BOC’s CPRS.
Customs commissioner Ariel Nepomuceno in an earlier statement said this measure “ensures that our exporter database remains accurate and reflective of active stakeholders.”
“By adopting a defined validity period, we are improving data quality while maintaining a facilitative environment for legitimate exporters,” he added.
The extension of exporters’ CPRS registration follows the recent extension of importers’ accreditation also to three years, which was welcomed by various stakeholders and business groups.
