PPP Center welcomes rollout of National Single Window to boost investments, trade

The Public-Private Partnership (PPP) Center welcomed the initial rollout of the National Single Window through the Integrated Trade Facilitation Platform (NSW-ITFP), describing it as a milestone in modernizing trade facilitation and improving the country’s investment climate.

PPP Center executive director and undersecretary Rizza Blanco-Latorre in a statement of support said the project demonstrates how public-private partnerships can accelerate the digital transformation of government services.

“The NSW-ITFP exemplified how the PPP model can harness private sector innovation to modernize government services. Beyond streamlining import and export procedures, the project strengthens transparency, enhances inter-agency coordination, and supports the Philippines’ goal of becoming a more competitive and investment-friendly economy,” she said.

The NSW-ITFP is a PPP project that underwent the full process of the PPP Code under Republic Act 11966 that became law in December 2023.

Blanco-Latorre said it “is a significant step toward building a more efficient, digitally enabled, and citizen-centered public service.”

The NSW-ITFP, an unsolicited proposal that underwent challenge bidding, is now being implemented by the Department of Information and Communications Technology in coordination with private sector proponent TradeX Network Inc. and the Department of Finance.

It is the first project undertaken by a national implementing agency to complete the entire approval process under the PPP Code.

The platform seeks to simplify and digitize import, export, and international trade-related regulatory processes by allowing traders and other stakeholders to submit standardized information and documents through a single online portal.

The unified system is expected to improve efficiency, transparency, regulatory compliance, and the ease of doing business across the country’s international trade ecosystem.

On June 22, 2026, the National Tobacco Administration and Bureau of Internal Revenue were the first agencies to begin live operations on the platform following the successful completion of user acceptance testing for the Authority to Release Imported Goods or ATRIG and Import Commodity Clearance modules with selected pilot users.

BIR completes onboarding to National Single Window

The NSW-ITFP project, with the contract awarded on December 19, 2025, aims to link traders to 72 government agencies, allowing for smooth electronic submission and handling of trade documents via a unified platform.

Based on the contract signed in December 2025, the project will run for 12 years, including the construction period, with an investment cost of P393.8 million.
